In an unusual move, the International Olympic Committee voted to simultaneously award the Olympics to both Los Angeles and Paris, urging both cities to work out an agreement as to which would host 2024, leaving the other to host in 2028.

In a unanimous vote by the Committee, the agreement was deemed a “Win-Win-Win” situation for both cities as well as the Olympics. The verbiage of the vote included the “authorization of the IOC Executive Board to conclude a tripartite agreement with Los Angeles and Paris and their respective NOCs for the simultaneous election of the host cities of the Olympic Games 2024 and 2028 during the 131st IOC Session in Lima.” The session in Lima will take place on September 13, 2017.

After the withdrawal of Budapest left Paris and Los Angeles as the last two cities in the running for the two separate Olympiads, it was a foregone conclusion that each city would become a host. It is still unsettled as to which will host which specific games.

IOC President Thomas Bach celebrated the vote but left no indication of what to expect, saying, “with Los Angeles and Paris, there are two fantastic cities from countries with a profound Olympic history.”

Paris previously hosted in 1924, with L.A. holding the games in 1932 and 1984. Los Angeles Mayor Eric Garcetti and Paris Mayor Anne Hidalgo were both on stage with Bach during the vote in Lausanne Switzerland, as each expressed optimism that the cities can work out an agreement.

Though the cities and parties involved, including President Donald Trump and French President Emanuel Macron, are optimistic and amicable at this point, the negotiations over which games will host which years are bound to get contentious. Rumors already persist about compensation over whichever city cedes the right to host in 2024.

Hosting the Olympics has been fraught with pratfalls in recent Olympiads including cost overruns and abandoned venues. The 1984 Los Angeles Olympics have widely been considered the most successful games of all-time, as the Peter Ueberroth-led host city executed a near-flawless event that was also wildly profitable for the games and the city.

Critics of the games have stated that the games “would be a bull—- scam that consistently screws over the host cities’ residents,” citing the 2016 Rio de Janiero games where Brazil “declared a financial state of emergency right before the games started (…) the aftermath of the Olympics brought debt and crumbling buildings.”

However, In February, the Los Angeles City Council voted unanimously to support a memo of understanding with the LA 2024 Olympic Bid Committee that is set to provide protection, both in the form of finance and veto, over non-Los Angeles venues if L.A. is chosen as host.

Los Angeles is uniquely equipped to host the games, as its vast geography and existing infrastructure would be utilized to tamper extraneous costs of the privately-funded games. Details of the LA 2024 Bid show that the planning is well-organized with an emphasis on already-existing venues, including Staples Center, The Coliseum, Pauley Pavilion and UCLA.
